DISD Reopens Grade Changing Probe

DALLAS — While Superintendent Michael Hinojosa declared the South Oak Cliff grade-changing scandal closed, News 8 did not.
Over the past two months, News 8 has put the Dallas Independent School District's internal investigation under the microscope and found so many potential holes in the report that Hinojosa is now changing his stance.



Bret, Investigate Where The Money Went!
Hey Bret,
Why don't you do something more constructive and run an all out investigation of where the $84 million (plus) went? If the former SOC basketball player were penalized and brought back to DISD to complete his work, he would pass anyway with the new grading policy!
All they need to do is go through his records and apply the new grading policy and BAM, he'll pass! So leave him alone and let's get to solving the issue/s that are affecting the lives of many fine educators who have dedicated their lives to the betterment of our youth. I just don't understand how teachers have to go and not the head huncho!

You also see the impact of this four million dollar office in the additional 2 million spent in legal fees as quoted on the dmn site--see today's posting regarding the 64 million dollar shortfall for details. Not only do they not save money, the generate MORE money by causing expensive legal action for bogus investigations that force the district to contract out with big firms because their staff attorneys are not quite up to par in terms of litigation...enter Royce West.
Grade Changing
I am a concerned taxpaying citizen who uncovered the following as I was perusing one of the local educational channels and low and behold there's Mr. Hinojosa trying to pep up the crowd and instill fear at the same time during DISD's convocation pep rally. Mr. H admitted to having to give up a couple of state titles due to "mistakes" but man we're lucky we got to keep one! Next,a slide show about all the upcoming construction projects and the crowd cheered for "restroom makeovers" to take place at all schools (I'm sure Madison Middle School will appreciate it..)if it happens pending the lawsuit which is barring the bonds from being sold as we speak (Power to the People!)and yes TAKS scores have risen and some have not (as he squarely acknowledges low performing schools and how those teachers (unfairly) will potentially lose their jobs, well now even teachers at recognized and exemplary schools will lose their jobs as well!So much for TAKS. How great is it that we'll never face a changed grade scandal again since Mr. H took care of that by changing the grading policy so no one fails even if they fail. Despite your best efforts Mr. H and Board of Trustees or lack there of the truth will come out and as educated, committed, and intelligent educators/DISD employees lose their jobs the veil of secrecy will be unfolded. $84 Million In The Hole
I thought we were $84 million in the hole? Some how Hin-a-hose-job finds money to hire an outside source to see if a player that is in the NBA had his grades changed? He is worried about the wrong thing. I realize that this subject is important, but NOT now. There are bigger fish to fry. 1200 people are loosing their jobs and DISD is wasting MORE money? IF Channel 8 is pushing this, then shame on them too. Put SOC on the back burner until we get into the black. Then we can waste more money chasing a ghost.

That's it. He needs to go. Any smart parent knows the danger of letting poor behavior go unchecked. He made poor choices and now needs to face the consequences. Maybe it's time that this "good parent" takes refresher courses on parenting, people management, and budget balancing.
To "telmore" who said that the re-opening of the investigation was Hinjosa's attempt to make himself look better . . . he was pretty much pushed into it by Brett Shipp. Hinojokesa is now trying to make himself look "less bad." Nothing can make him look better and competent at this point.
I cannot believe that
I cannot believe that someone would reopen this investigation. This man has graduated, attended college and now playing professional basketball. Once again people are trying to get away from the issue. There are innocent people who are losing their jobs as we speak. Who is suppose to pay for this investigation and what will it all prove!!! Are people going to get their jobs back, will DISD find the money that is "LOST"? Does this mean we keep spending money on the OPR office? To me, it is all insane! Where is the method to the madness??? Identify the problem and someone please FIX IT!!!
Reopening the Investigation
If it wasn't done right in the first place, shouldn't it be completed with due care?
Hinojosa has cut approximately 70% of the OPR staff. We'll post the resumes of these guys, and some other incredible information, shortly.
Also, I believe the young man is in college on a basketball scholarship as opposed to playing professionally.
OPR pointless
The point of reopening the case was that Hinojosa had signed off on this investigation, when indeed, the work was very shoddy and got the results wanted by the administration.
There in no integrity to having this office in-house. The results will always favor the administration, no matter what happened.
As this case shows, OPR is another waste of money. These cases need to flow straight to the DA or to a state office that deals with nothing but school corruption.
Trying to make amends
The re-opening of the investigation of the grade tampering is just a show by our esteemed superintendent to make himself look better in the eyes of the city, school and community. His newly created department is nothing but "yes" men and women doing the bidding of an administration that is up to its neck in problems that "IT" created. This new department is not necessary and is just like, if not worse than, the Nazis' Gestapo. How much of the 64 million has gone to these worthless puppets of Michael.
Privacy?
Does anyone know how WFAA obtained the transcripts for the student? I thought FERPA prohibits the release of records without the person's consent. I know that when my child turned 18, I could not see the grades without a signed release of information. Just curious.
Privacy trumps unlawful?
Your concerns regarding FERPA are odd. FERPA is not intended to be a shield against fraud or corruption. It is illegal to change grades without the teacher's permission.
FERPA is not intended to provide cover for creating false government records. That is a felony.
2 Wrongs Make A Right?
Chill, Jackie. I was just curious as to how the student's grades were obtained by Mr. Shipp. However, I find it curious that you argue that if a violation of this student's privacy rights was committed (and I'm not saying it has, I am merely raising a question), it was justifiable. Since when do 2 wrongs make a right? When did our constitutional right to privacy change? That type of thinking is downright scary!

This school year June 2008. I sat in an interview chair on the 8th floor and it was like a war-time experience for me. It was clear that the interviewer was searching for information that he wanted. In my opinion, none, was true.
ALSO, in my opinion, the DISD OPR is an excess and should be cut first!

We have been screaming about this Gestapo Group all year. They are not even qualified to take affidavits as most of their investigators are neither certified Peace Officers or Notary Publics! It is a total sham operation that was created to do Hinojosa's dirty work....Thank you, Bret!!!!!
Clean House Downtown
I,too, think OPR is just another link to Hinojosa or anyone else who is corrupt. They haven't done much about the concerns I've brought to their attention. They just run and tell that person, what they know, to cover up more. Eager to see what the District does with the most issues sent their way. Knowledge of teacher that aren't certified, will they go first. Will their principal do the right thing and get rid of teachers without certifications for the positions they are teaching in. Forget giving them 3 years as some has say TEA gives. Do you want an intern performing your surgery or a doctor with a degree. There's a reason for the certification in the first place. Otherwise, NO GO. Stop making excuses to justify your actions. Teachers are a heck Of A Smarter than Downtown gives them credit. They not only can ADD, they know right from wrong. How can you Enforce Character Counts when many administrators don't exhibit them themselves. DO as I say, not as I do. Whatever.
